OSCE Mission to Bosnia and Herzegovina commends efforts of school authorities,
parents and children in successful start of 2004/2005 school year, particularly
in areas with high rate of returnee children.
Around 1000 returnee children have enrolled in schools in the municipalities
of Doboj and Teslic. Of particular note, are the high enrolments in the schools
in Sjenina Rijeka, Sevarlije, Kotorsko in Doboj municipality, i.e. in Kamenica,
Slatina, Rajseva in Teslic municipality. The significant number of returnees
in city schools in both municipalities is exceptionally encouraging.
Budget planning in the Doboj region
The Municipality of Petrovo has adopted recommendations made by the OSCE Mission
to Bosnia and Herzegovina regarding human resource management. By doing so,
municipal authorities have undertaken to start the process of developing the
Rulebook on Labour Relations, Internal Organisation and Systematisation, as
well as the Rulebook on Salaries and the plan for professional education of
municipal staff which would last for the following six months. The main aim
of the project is to build an efficient and effective administration and strength
the human resources of local government.
All eight municipalities Usora, Doboj Jug, Doboj Istok, Petrovo, Teslic, Tesanj,
Derventa and Doboj, in the area of responsibility of OSCE Doboj are currently
finalising the six month report on budget execution for 2004. The mentioned
municipalities have also started budget planning for 2005.
OSCE Mission to Bosnia and Herzegovina invites all citizens to take part in
budget planning for the upcoming year and thus participate in decision making
process.
Doboj Municipality fails to adopt the Code of Ethics
OSCE Mission to Bosnia and Herzegovina regrets that the Doboj Municipal Assembly
failed to adopt the Code of Ethics, developed by the municipal working group
established on May 18, 2004.
Over 25 municipalities throughout the Tuzla area have adopted a Code of Ethics
for their respective local governments, enabling citizens and public officials
to have a clear, transparent understanding of expectations in behaviour.
The main aim of the Code of Ethics is for citizens to be included in the decision
making process, the work of local authorities to be as open and transparent
as possible, as well as to improve the system of providing services for citizens
of Bosnia and Herzegovina.
